Small Business First (SBF)

This program has been consolidated and is now part of the Pennsylvania Industrial Development Authority (PIDA) loan program. Please refer to the PIDA loan.

 

The Small Business First (SBF) loan program provides low-interest financing to businesses with 100 or fewer employees. Applications for SBF eligible projects in Cumberland County must be submitted through Cumberland Area Economic Development Corporation (CAEDC).

ELIGIBLE PROJECTS

  • Land and building acquisition & construction
  • Machinery and equipment purchase and upgrades
  • Working Capital

ELIGIBLE BORROWERS

A for-profit small business (100 full-time employees or less) which are:

  • Manufacturing
  • Industrial
  • Agricultural Enterprises
  • Research and Development
  • Construction
  • Computer-Related Services
  • Hotels, Motels, or Restaurants
  • Municipal or Commercial Recyclers
  • Defense-Related
  • Child Day-Care

LOAN LIMITS

  • For working capital, up to $100,000 or 50% of total eligible project costs (whichever is less)
  • Up to $200,000 or 50% of total eligible project costs (whichever is less)
  • For machinery and equipment loans exceeding $200,000 see the MELF loan program 

TERMS

  • One full-time job retained or created for every $25,000 borrowed
  • Up to 15-year term, for land and building
  • Up to 10-year term for machinery and equipment
  • Up to three-year term for working capital
  • Interest rate is fixed and is based on market conditions
