Dennis M. Davin was appointed to serve as Secretary of the Department of Community and Economic Development (DCED) in January 2015 by Governor Tom Wolf. In this position, Secretary Davin leads the commonwealth’s efforts to support business growth, strengthen the workforce, and revitalize communities across Pennsylvania. He oversees DCED’s $1.6 billion investment in community and economic development projects since 2015, serving nearly 13 million Pennsylvanians.
Neil Weaver has more than a decade of experience in non-profit and government management, operations, and communications. During his career, Neil has served in executive management at both the Pennsylvania Department of Community and Economic Development (DCED) and the Department of Environmental Protection. In his current role as Executive Deputy Secretary at DCED, Neil functions as the Chief Operating Officer for the agency that is responsible for spurring economic growth, community revitalization, and job creation throughout the state by providing strategic technical assistance, training, and financial resources to help our communities and industries flourish.
Denise Brinley coordinates energy-related matters between state agencies and serves as the first point of contact for federal agencies, businesses, nonprofits, and other organizations in the energy sector. Prior to this role, Denise was a Senior Energy Advisor at DCED— focusing on Pennsylvania’s energy advantages by working with economic development partners to retain and grow our energy industry and by attracting potential investors to the commonwealth. Her work involved expanding the use and delivery of natural gas to residential, commercial, and industrial facilities. She also cultivated a strong business climate for alternative energy deployment; supported the growth of in-state development, manufacturing and assembly of advanced energy technologies; and worked with other state agencies to ensure sound energy-related infrastructure.

Joe Tibbs is the President of HAPevolve (the Hospital and Healthsystem Association of Pennsylvania) where he is responsible for the definition, execution, and strategy of this new healthcare venture. HAP has been the leading advocate for Pennsylvania’s hospitals and health systems and their patients for over 97 years. In light of an increasingly changing health care landscape, HAP launched HAPevolve, a wholly-owned subsidiary, to leverage its strengths and develop innovative solutions that help its members meet their operational, clinical, and financial goals. Prior to joining HAP, Joe was the Vice President of Sales Operations for Intalere. He holds his Bachelor’s Degree in Economics from the University of Utah.
Maggie Miler joined The Hospital and Healthsystem Association of Pennsylvania (HAP) in October 2016 as a project manager for Quality Initiatives and works with over fifty Pennsylvania acute care hospitals to reduce post-operative sepsis, sepsis mortality and sepsis readmissions. Prior to joining HAP, Maggie worked in laboratory medicine earning an advanced microbiology technologist certification (M), briefly in clinical documentation to ensure appropriate diagnosis reimbursement, and as an infection preventionist for over 25 years. Maggie earned her Bachelor of Science degree in Medical Technology from Bloomsburg University and began Master’s studies at Marywood University. She is an active member of the Association for Professionals in Infection Control and Epidemiology (APIC), a recent board member of APIC Chapter 043 East Central PA, has maintained certification in infection prevention (CIC) since 1996, and was designated by APIC as a fellow in infection prevention (FAPIC) since 2016. Maggie is co-author of an article published in the American Journal of Infection Control (AJIC) and has had poster and oral presentations at state and national conferences. She was one of a five member core team that worked to attain Ebola treatment center status for a Pennsylvania hospital.
