Small Diverse Business Capital Access Program (SDBCA) Back Small Diverse Business Capital Access Program (SDBCA) provides low-interest loans and lines of credit to small diverse businesses that commit to creating and retaining full-time jobs within the Commonwealth. Applications for SDBCA eligible projects in Cumberland County need to be submitted through Cumberland Area Economic Development Corp. ELIGIBLE PROJECTS Land and building acquisitions Construction and renovation costs Machinery and equipment purchases Working capital and accounts receivable lines of credit ELIGIBLE BORROWERS The business must be certified by the PA Department of General Services (DGS) as a minority-owned, woman owned, veteran-owned, or service-disabled veteran-owned business with 100 or fewer employees worldwide. Manufacturing Industrial Agricultural Processors Research and Development Hospitality Defense Conversion Recycling Construction Child Day-care Retail and Service Export Computer-related Service Enterprises LOAN LIMITS The maximum loan amount is $200,000 or 50% of the total eligible project cost, whichever is less. Matching funds from other sources must equal at least 50% of eligible project costs. The maximum amount for a line of credit is $100,000 (no match is required except a 50% match is required for service enterprises). TERMS Up to 15 years for land and building acquisitions and construction / renovation projects Up to 10 years for machinery and equipment purchases Working capital and accounts receivable lines of credit have a term of 1 year and can be renewed At least one (1) job must be retained for every $35,000 borrowed. For projects that will result in jobs being created, at least one (1) job must be created for every $50,000 borrowed. RATE Please refer to PIDA interest rates.
