Back to list July 23, 2015 Cumberland County scores highest in PA for incoming investments Cumberland County was ranked #1 in the commonwealth for Incoming Investments, according to financial resource website, Smart Asset. After a review of business establishment growth, GDP growth, new building permits and municipal bond investment, a score was developed for each county. Cumberland County’s score was 33.97, while the next closest was 32.33 (Butler County). Cumberland County’s score was driven by New Building Permits (8.7 per 1,000 homes), while scoring average or above average the other three categories.
