Back to list March 26, 2015 Cumberland York Area Local Defense Group Announces RFQ for Research & Strategic Positioning Plan CUMBERLAND VALLEY, PA (March 26, 2015) – Cumberland Area Economic Development Corporation (CAEDC) and the Cumberland York Area Local Defense Group (CYALDG) are pleased to announce a Request For Qualifications for Services to conduct a SWOT Analysis, a comprehensive joint land use study, and a Strategic Positioning Plan to support our advocacy efforts for the Defense Logistics Agency Distribution (DLA), Naval Support Activity (NSA) Mechanicsburg and Carlisle Barracks and the Army War College/US Army Heritage & Education Center against a future Base Realignment and Closure (BRAC). The purpose of this plan is to preserve, expand, and provide the opportunity for additional workloads, roles, functions and missions of our military efforts in the Capital Region. The Strategic Positioning Plan will address the following key focus areas: retention of military bases, enhancement of military bases, expansion of military bases, and development or enhancement of military and community partnerships.
