CYALDG Forms to Enhance Military Value of Installations

CUMBERLAND VALLEY, PA (May 9, 2014) – The Cumberland York Area Local Defense Group (CYALDG) held their first meeting on May 7th. This was an introductory meeting to brief the advisory board on the mission and objectives of the formation of the Pennsylvania Military Community Protection Commission (PMCPC) and the CYALDG.

In addition to the meeting, Major General Cucolo gave a presentation to the group regarding the economic impact, military value, and future of the US Army War College (USAWC) and Carlisle Barracks. Highlights from his presentation included:

  • $150 million in annual military and civilian payroll and contracts
  • 54% of Carlisle Barracks households earn $100K or plus (government pay only)
  • Approximately 3,247 students, faculty, staff/workforce are on post at Carlisle Barracks on any given day
  • 51,000 military retirees and 52,000 retiree family members rely on Carlisle Barracks for medical, financial, and personal services


“The value that the USAWC and Carlisle Barracks add to the military is significant, including strategic leadership for the military, a direct impact on jobs, and services that it provides to over 103,000 military retirees and their family members,” said Jonathan Bowser, CAEDC CEO. “I think Major General Cucolo said it best that the ‘Carlisle Barracks is the most strategic 500 acres in the nation and they have done a great job for the military in educating and developing current and future generations of strategic leaders, thinkers, and advisers for the United States and globally.’ That is powerful and irreplaceable.”

Experiences that students, faculty, staff, and visitors have at Carlisle Barracks is one of the major reasons why Cumberland Valley was ranked #4 in top areas for veterans by livability.com,” adds Bowser. Through the Cumberland County Industrial Development Authority (CCIDA) and Cumberland Area Economic Development Corp., (CAEDC), the CYALDG received a $45,000 grant to further enhance the military value of, and advocacy for, all three installations and defense related stakeholders in Cumberland and York Counties. These installations include the US Army War College/Carlisle Barracks, Naval Support Activity (NSA) Mechanicsburg and Defense Logistics Agency (DLA) Distribution Susquehanna, PA
The local defense group is made up of federal, state, county, and local elected officials that cover Cumberland and York counties, in addition to, community and business leaders. The mission of the defense group is to assist PMCPC and the Governor in the enhancement of the military value of and advocacy for all three installations, organizations, and defense related stakeholders in Cumberland and York Counties.
The CYALDG will be hosting future planning meetings that will include presentations by the NSA and DLA. Public meetings will be starting in the fall to create public awareness of the impacts and value of our military installations.
