By Barbara Miller A new mixed-use development with office and retail space, apartments and senior living and rehabilitation facilities is proposed in East Pennsboro Township. The project, proposed by developer 199 Associates, will be south of Adams Ricci Park, along East Penn Drive. Sketch plans show an 86,000-square-foot office building; 49,000-square-foot medical/rehabilitation facility; 30,000-square-feet of retail space; a four-story senior living facility; and 21 three-story apartment buildings. The project received a $900,000 grant from the Commonwealth Financing Authority to pay for traffic signals, turning lanes and a pedestrian and bicycle bridge across East Penn Drive connecting the two sides of Adams-Ricci Community Park. The grant was sought by Cumberland County Industrial Development Authority. The project is expected to create 227 construction jobs, and another 262 through the commercial and residential development. It also follows the township comprehensive plan’s goals of creating a greenway trail and bicycle network, and expanding a transportation system that includes Capital Area Transit service.
