CAEDC assists clients interested in obtaining federal, state, or local funding to assist in improvements to sites and transportation. Local Economic Revitalization Tax Assistance (LERTA)
A LERTA is an incremental tax abatement that allows local governments to incentivize development in areas that are “economically depressed.” These abatements encourage construction and improvements to industrial, commercial, and business properties. The abatement is structured by the local taxing body, allowing for the reduction in real property taxed over a period of time (up to 10 years) on all or a portion of the assessment attributed to new construction improvements.
Tax Incremental Financing (TIF)
TIFs are mechanisms for funding public infrastructure improvements for private residential, commercial, or industrial development. They allocate all or a portion of additional tax revenue resulting from increasing property values from a development project to fund public infrastructure improvements.
State Business Assistance and Incentives
The Pennsylvania Department of Community and Economic Development (DCED) and the Governor’s Action Team (GAT) provide corporate incentives to companies looking to relocate to Cumberland County. Various grants, loans, tax assistance, and bond programs are available. CAEDC provides grant writing and application assistance to businesses interested in applying for state funding. Programs vary by project size and type.
State Business Assistance Program Guide (pdf)Commercial Property Assessed Clean Energy (C-PACE)
Pennsylvania authorized the creation of Commercial Property Assessed Clean Energy (C-PACE) in 2018 to create a financing tool for energy efficiency, renewable energy, and water conservation programs that result in consumption and cost savings for commercial, agricultural, and industrial properties. The Cumberland County Commissioners approved a resolution to adopt the C-PACE program in August 2024, naming the Sustainable Energy Fund (SEF) as the Program Administrator. As a non-profit, SEF provides a uniform, turn-key C-PACE program administration platform at no cost.
SEF is dedicated to helping energy users overcome financial, educational, and regulatory barriers to a sustainable energy future through a series of economic and educational programs. SEF has participated in financing all or a portion of more than $100 million in programs throughout the Commonwealth.
