For more than 75 years, Fisher’s Florist has been a beloved part of the Shippensburg community, providing beautiful arrangements for life’s most meaningful moments, from weddings and graduations to holidays and funerals. When the previous owners decided to retire and the future of the business was uncertain, the Cumberland Area Economic Development Corporation (CAEDC) stepped in with critical support to ensure this local treasure could continue to thrive.
Thanks to $105,000 in Community Development Block Grant (CDBG) funding received through CAEDC, along with financing from M&T Bank and a personal investment from new owner Rebekah Dehart, Fisher’s Florist is entering an exciting new chapter. The $225,000 purchase included inventory, equipment, business records, and the goodwill built by the Fisher family and subsequent owners.
Preserving Jobs, Growing Opportunities
The grant funding helped Rebekah retain two long-standing employees who might have lost their jobs with the closure of the business. As part of the grant requirements, Fisher’s Florist will create one additional full-time position within the next two years. Rebekah is committed to surpassing that goal as her business expands, creating new opportunities for residents and retaining talent in Cumberland County.
A Vision for the Future
Rebekah’s vision blends tradition with innovation. She intends to modernize Fisher’s Florist while keeping its small-town charm and reputation for quality. Starting fresh with a new location at 9 W King Street in downtown Shippensburg, Rebekah has created a whimsical and welcoming shop for customers. Her plans include creative workshops such as bouquet-making classes, children’s holiday activities, and unique “sip-and-create” events. These offerings will attract younger generations while continuing to serve loyal customers.

The business will also broaden its reach, stepping in to serve new clients following the closure of another local florist. Partnerships with area churches, funeral homes, and even hospitals are already underway. With these efforts, Fisher’s Florist is set to thrive for many years to come.
CAEDC’s Role in Success
CAEDC’s ability to secure funding for small businesses through the Cumberland County Housing and Redevelopment Authority’s CBDG program contributed to the success of this project by filling a crucial funding gap and maintaining the stability of this long-established business. By leveraging local, private, and personal investments, CAEDC worked to preserve jobs, support a woman-owned small business, and bolster the economy of Cumberland County.
A Blooming Legacy
With community support and CAEDC’s assistance, Fisher’s Florist is more than just a flower shop. Its new storefront symbolizes resilience, creativity, and opportunity. Rebekah is dedicated to honoring the legacy of this business while cultivating fresh ideas that will keep Fisher’s flourishing for the next 50 years.
