Construction Manager/Project Manager Proposal: Due by 3 PM September 17, 2025

REC FS, LLC is seeking an experienced firm to assist with the development of RFP content for a master developer, coordinate onsite activities, prepare bid documents and specifications, and oversee site clearing and demolition activities.  We will host a Pre-Proposal Meeting on Monday, August 25, 2025, at 2 pm via zoom.  You can join this meeting using the link below.

Following the recent Pre-Proposal Meeting for the Construction Manager/Project Manager RFP, we received a number of clarifying questions. To ensure consistency and equal access to information, we have compiled and published the responses below for the benefit of all interested parties.

  1. Q: Are there drawings available?
    A: No, this request for proposals will identify a construction management and project management firm or individual that will assist with the preparation of bid documents for demolition and remediation contracts.  This is not a request for general contractors.
  2. Q: Will the selected respondent need to provide any budgeting services?
    A: No, the selected respondent will be tasked with managing the project to operate within the budget established by REC FS, LLC.
  3. Q: How long will the prospective contract last?
    A: Demolition and remediation activities are projected to run through the end of 2026.
  4. Q: Will the bidding process for Demolition/Site Clearing require the use of Penn Bid or like public bidding platform?
    A: As a private entity, REC FS LLC is not required to utilize public bidding.  However, the Real Estate Collaborative could elect to use these formats.
  5. Q: Is it anticipated that the Site Demolition and Clearing will be one (1) bid package?
    A: This will depend on the results of the Phase II Environmental Site Assessment.  It is desired to be bid as one contract with separate phases for Site Demolition and Clearing so that REC FS LLC can elect to award one or both phases of the contract.
  6. Q: Is there a goal for Small Diverse Businesses?
    A: Bidders are encouraged to utilize and give consideration to contractors offering to utilize Small Diverse Businesses.
  7. Q: Is the onsite oversight role anticipated to be part time or full time?
    A: It is anticipated that onsite activities will be part time.
  8. Q: Will CM/PM have involvement in PA Sites reimbursement process per Attachment A?
    A: The CM/PM will work with REC FS LLC’s grant consultant to get the invoices, contracts, and certified payrolls submitted timely to be paid timely.
  9. Q: Are site visits permissible?
    A: Site visits prior to the submission of a proposal are not feasible. Site visits can be scheduled by the CM/PM when navigating the bid process with the prior written approval of the Real Estate Collaborative.
